$0 start Price in Strategic Sourcing is Not allowed

When creating a sourcing event and adding lines. We want to add shipping as a separate line item with a $0 start price. The system will not accept a $0. The system blanks out the field and says a start price is required. I want to capture shipping as one total cost, not at the line level. Why won't the system allow for a $0 start price. What options are their to capture shipping as one total charge?
