Copy Requisition from Blanket Agreement

Hi Guys

Business have a requirement that we restrict requisitioners in iProcurement
to copy a requisition if it is linked to a Blanket Agreement which has been
updated.

What happens is that requisitioners have an old requisition saved and use
the same requisition to copy from.

Subsequently there has been a price change in the Blanket Agreement and when
they copy iProcurement gives them a warning message but they continue and the
system creates a non catalogue in that case.

Business wants to restrict users from copying from an outdated Blanket
Agreement, only allow if the Blanket Agreement is the latest revision.
