How to remove the action "Create Hold" for sales order header and line

Dear all;

we noticed that, when user use the action 'create hold' for sales order header and line,

the hold is created based on the selected criteria and the hold is also applied on all sales order meeting this criteria

.

is there a way to remove the 'Create Hold' function in the list of actions on sales order header and line?
