In master item form, cannot assign category to item , also cannot assign item to child

Hello Experts

12.2.4 instance.

In master items form, define a new item. when try to assign the category to item, found the categories is gray; Organization assignment button also gray out.

Inventory has been licensed.

Which reason can cause this issue?
