Can flat burden be calculated for Recharge Billing through timecard journals?

Can flat burden be calculated for Recharge Billing through timecard journals?

I see AAIs for RB - Recharge Flat Burden and RC - Recharge Billing Burden Relief, but I've not been able to get the flat burdent to calculate on timecards with Record Type 3.  I have also not found any documentation on set-up of RB and RC AAIs.

I've gotten normal flat burden to calculate on record type 1, but the recharge is not creating flat burden entries.  Is there addidtional set-up required to get flat burdens to caclulate on Recharge time?
