Siebel creation/revision agreements via web services

Dear experts

  1. The need is to create new agreements in status Pending or Approved, not from Siebel UI but using a web service
  2. Also we need to explore the possibility to Revise an existing agreement, not from Siebel UI but again using a web service

Are there ways to achieve the above, with any customization?
