Oracle Contracts: Not all attachments are showing on the Approval Notification

We currently use Oracle 12.1.3

When a user creates a Contract Purchase Agreement and attaches documents to the agreement, they select from the following list of values in the Document Category: Addendum, Amendum, Approval Abstract, Contract, Contract Image, Statement of Work, Supporting and Termination. The contract is submitted and is sent for approval.  What we have found is when the Workflow Approval Notification is sent, only attachments with a category of Contract and Approval Abstract are present on the approval notification.  Is this standard Oracle functionality?  We provide users with a list of 8 categories to select for attachments, however, not all appear.
