What is the meaning of "Error: initialize() Failed, Stopping Process [CTRLT1]" when shutting down AS

Whenever we stop ASAP (stop_asap_sys -d), we see an error concerning the CTRL server in the last line in ASAP.Console (see below)

It this normal or can it be ignored?   There are not other errors or problems.      We are on ASAP.R7_2_0_P4 (B12).
