RPAS Installer Error for rpasInstall while trying to install domain on win 7 64 bit

Hi Experts - I am facing a strange situation where I am getting the below error when trying to install any domain on windows 7 64 bit

createGlobalDomain caught Exception: Failed to start 'D:/Oracle/RPAS13.4.0/RpasServer/bin/createRpasDomain' (Window's error 2; The system cannot find the file specified).

createGlobalDomain exited with status: 4

I had a look in metalink also and this issue seems to be fixed in 13.3.1 (with no reason on why this is happening and what has changed) but for some reason I am getting this error in 13.4.2 also. Also I checked the another thread where it is adviced to use zsh as admin but fact is that after installation I am not launching Zsh for any purpose and ideally RPAS Installer utility should manage to take care of it internally.
