Program - Automatic Posting not picking error journals which are fixed

Hello, We recently went live on R12.1.3. We have scheduled Program - Automatic Posting to post the journals automatically. When this job ran, few Primary ledgers were stuck with Error31 - unopened secondary ledger journals. We fixed this before the next schedule of this job ran. But, we realized that the next run of the Program Automatic Posting job didn't pick the journal batches which are stuck with Error31? Is this expected functionality?

Reviewed note Automatic Posting Does Not Select All Postable Journals (Doc ID 300118.1) which mentions that this is expected functionality and we need to manually post the journals. Does this note apply to 12.1.3? This note also talks about ER 1360313, could anyone advise what is the status of this ER and the expected functionality in R12.1.3?
