Why a change order of requisition after rejection goes to next approver?

We have a requisition, after fully approval, the preparer changed the order line amount, and submit for approval again. The first approver A rejected the request  as some info is incorrect, but after A's rejection, the change request goes to next approver B, and the change is in pending status. Could you please advise why B's approval/rejection is still required? We're using R12.1.3 version, and AME for approval tree.
