Load Holidays in 11.1.2.4.100

We have been testing loading holiday rules in 11.1.2.4.100 using different date formats.  When the date format is 'Jan 1, 2015', the data loaded in the correct sequence.

When we used '01-JAN-2016' format and there are less than 5 lines in the file, the data did not load in the right sequence - March holiday came first before New Year's.  Thanks.
