I'm new in Oracle EBS, could you please help me with steps to follow to aplly patch 17911175?

I have an issue with a receipt, I have checked this issue with Oracle support and they ask me apply the patch 17911175, but in its readme file doesn't contain the steps to apply it as the database patches do.

Could you please let me know where I can found the steps to apply this patch against EBS instace?
