SQL Performance Analyzer Active Report

This is about the SQL Performance Analyzer report within Oracle's Real Application Testing Suite.

When generating the report, I understand that the improvement/regression of a SQL statement is based on a weighted average of (percent improvement/regression for selected metric) * (SQL statement Execution Frequency)

What I don't understand is how, for example, one SQL statement could have a frequency of 7 million while another statement in the same SQL Tuning Set has a frequency of 2,000
