Communication Generation how do I send RTF output to file?

We have a need to be able to produce CommGen letter communications in RTF format. It appears we have everything set up correctly. When we run CommGen in "online preview" mode, the RTFs are successfully produced. When we run CommGen as "send to file", it produces a (merged) PDF file. It also appears that the application package method "sendtofile" is hardcoded to only produce PDFs. How can this be? Has anyone customized this to send RTFs "to file"?
