Assignment Manager - Service Region

Hi Experts-

I am trying to do following using assignment manager

Assign a owner to SR based on the following criteria

1) Service Region of SR = Service Region of Employee (to minimize number tech being considered for processing)

2) Product of SR = Employee Product Skillset

3) Least loaded tech.

I am not sure how to configure/set up point 1, can you please provide some example or how can this be done.
