Performance issue in opening debrief page

Whenever users click on debrief button on SR form, it takes sometimes 3 minutes or more to open the debrief OA Page. If the user tries second time it opens within 2-3 seconds.

Also, if you select the url and press enter it opens it in 2-3 seconds as it is similar to opening it for the second time perhaps. Can anyone help understand the reason for this.
