prepayment (P004201) advanced transportation

I'm trying to get P004201 to pull in the billable freight rate charges when placing sales orders. I've tried using different freight codes, (with different special handing codes per 1449026.1 ) but nothing I do seems to bring in those charges.

Thanks in advance for any help.
