E1 Bug 21028579, ICON incorrect

In E1, 9.1 tools 9.1.5, when I create an attachment for a URL, I get the Green Globe, when I add a file attachment I also get the green globe (deathstar) so, Oracle states that there is a bug, but closed the bug as it is not a bug???? So how can I change the File attachment icon to the file attachment icon?
