FSCM 9.1 What is the best process for mass updating Departments and/or Custodians for assets?

Is there a standard method to be used when making mass custodian or department updates?  I cannot find any specific details about where this should be done.  I'm assuming one of the three options below would work.  I'd just like to know if any are considered delivered BBP.

1.  Using the PI3 and PI6 would require a Physical Inventory Extract and Scan file would they not?  These changes are due to restructuring.  Not necessarily a Physical Inventory result.

2.  Write a SQL insert statement creating a new Effective Dated row? This doesn't allow the end user to make updates as needed without tech team involvement.
