Apply hold when discount is applied

Dear All

I am applying some discounts at header level which are ultimately applied at line level on the basis of item selected. Requirement is to apply hold at order when ever a discount is applied. I have tried to do this by using a trigger. I have created a trigger on ONT.OE_PRICE_ADJUSTMENTS table which holds details of line level discounts. My requirement is whenever a discount is applied or updated hold should be applied at order. I have tried different approaches but nothing completed my requirement. Any suggestions are highly appreciated. EBS version is 12.1.3 and database version is 11.1.0.7.0
