Planning Shipment with WaitTime on Shipment Stop

Hello,

We have the following case: we need to set up Wait Time for Shipment stop depending on the number of Order Releases planned in shipment :

If number of OR <=5, than wait time is 3h

If number of OR >5, than wait time is 5h.

In Active Time Definition settings we can set Fixed Stop Time or Variable Stop Time per Ship Unit, but it's not want we need.

Is it possible to set it up in OTM according to this request, or we should use another settings for it?
