Unable to invoke workflow through runtime event

Hi Gurus,

I am invoking a workflow through a runtime event SetFieldvalue. The workflow is an one step workflow which will call a Business Service to perform certain operation.

But when i activated the workflow and reloaded the runtime in application, the trigger is not happening. Any idea would definitely help on this sapect.

I am attaching workflow xml and screenshot for Runtime setup for your reference.
