conditonal headers and footers based on page number

Hi there I have an issue where I am trying to create an rtf template that has several different headers and footers that should display conditionally based on the  based on the page number . unfortunately for this particular document I cant use section breaks for the result I am trying to achieve  Ideally I would like to be able to get the following simplified code snippit working  ,or find another way to achieve what I am trying to do here and then i can beef it up for my template I would appreciate any help and advice you can provide
