Error Message in Projects

Hi we are getting the following error when attempting to change a Project manager on a project for a Grant project.

" The system cannot match the user to a valid person"

We have found that the Employee does have a duplicate Resource ID.  Would this cause the error to appear and if so can we delete one of the Resource ID's?
