Custom process in WSHDEL is not being picked up

We need to customize the WSHDEL .

I was able to make changes and compile and save correctly. but whe i test it , its still picking the seeded one.

I have looked over the note - Workflow Enabled Shipping Transactions (Doc ID 414933.1)

-enabled deliver workflow in global as well as shipping parameters.

-enabled ship to deliver workflow .

what am I missing here ?
