fonts missing in form builder

Recently my PC hard drive was reimaged and I had to reinstall Forms. Windows 7 64-bit, Forms/Reports 11.1.1.6, Java 1.7.0_76

Before the reimage the Times New Roman font was a valid selection for the font property of various Form objects (like text box). Many, if not most, of our forms are defined that way. Now I notice that Times New Roman is not a valid font in Forms Builder. The font is present in Windows. Reports has no problem with that font. Word likes it, but Forms does not.

I have done all of the Forms/Reports installs on this PC, so I know that there was no special steps involved with fonts. and the only thing that I know has changed between now and before the reimage is the version of Java.
