How to adding substances to substances tab on specifications

All,

I am unable to import substances onto the substances tab of a specification.

I have create, delete, discover, modify, read, and save as privileges on both specifications and substances. I also have manage specifications on specifications.

When I go to the substance tab of a specification the ability to add is disabled.

I am missing something here.
