inactive concurrent manager after database shutdown

E Business Suite 12.1.3

Database 11.2.0.4

After database shutdown, the concurrent managers are not working.

I start all the processes and is succesfull; but ICM is not working.

Reviver is enabled; it seems that the process starts and shutdowns immediately
