CANNOT APPROVE std po

Hi All

We are using Employee based heirarchi, We the user is trying to Approve a PO , he is getting error as " An Unexpected errours during tax Calculation : Ora 023 ..Conatct your system Administrator"

however i have checked few related METALINK ids but its not useful.

Also refer previous Community discussion but that also could not help much . We are on 12.0.4 version.

Patch will not be useful because  other operating units PO are getting approved

Can any one please help....its urgent .....
