Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Unable to display Special characters in R12

I have to load characters PROVISÃO in oracle. but that is coming as inverted question marks.

please help in displaying these special characters.
