unable to update price breaks start with 1

Hi Oracle Friends,

We are not able enter price breaks with following range.

Item A        1  to 35      800

                  36 to 9999  700

for one item, We are not able to update with above range.

We have tried with another item B and able to update without any error.

We are using same price list for both items. Can you please tell me what is the seeded functionality of oracle? whether we can start with 0 or 1?
