FDM Target System Load window fails to appear after Export

The FDM Export process runs completely and I can see all of the Data Extract records transferring into HFM but the FDM Target System Load popup window is failing to appear at the end of the Export process.  This is blocking me from proceeding with the loading of financial data into HFM.  This is occurring within the 11.1.2.1 version.

I have already confirmed that the Enable Load option is turned on in FDM.

I have not found any error messages within the FDM or HFM application either.

Does anyone have any suggestions on what could be causing this issue?
