Siebel-IP15-'Error in authenticating the user' error

Hi,

We have a new environment setup on Win 2012 server and Siebel IP15.

Testing Inbound webservice gives the error 'Error in authenticating the user ' in the webserver logs. Also, tried passing user/pwd in the SOAP Header but same error.

Even the url "http://WEB_SERVER_NAME/eai_enu/start.swe?SWEExtSource=WebService&SWEExtCmd=ExecuteLogin&UserName=sadmin&Password=sadmin" does not open up.

Verified parameters as per Doc ID 476280.1

Please guide as to what could be missing and how to resolve this error.
