JDE E1 Forecast Method Moving Average

HI all, I am using E1 R34650 Forecast Generation based on Weekly Actuals and requiring Weekly Forecast. FIscal Calendars  in place , Forecast Generation working but cannot understand it's calculation basis

Item1 AA Sales Total for previous  12 week period = 2400

FC Method 04 using 12 weeks as it's parameter

FC 04 for the Item expected to create a flat  "weekly Forecast"  into the future of 200 per week    

INstead it creates  200 per week for the first 4 weeks and then a variable qty less than 200 for all remaining weeks into the future..

What driver am I missing here?
