wrong maxl data export format

i am trying to export data from the report file the format the data extract is this

FY15 W26 HSP_Historical HSP_InputValue Actual Cash_Flow xys Jun

Local              21,212

FY15 W26 HSP_Historical HSP_InputValue Actual Cash_Flow ads Jul

Local            2,000,003

which create the problem during the loading the data with rule file, and when i load the data without the rule file 80% data will not load .

is there any way in report or maxl to format the data like below

FY15 W26 HSP_Historical HSP_InputValue Actual Cash_Flow xys Jun Local  21,212 .
