WMS Strategy Assignment Form

Dears,

    I'm trying to implement WMS R12.1.3.   I Could not find two forms Strategy Assignments and Strategy Search Order. I have used "Whse Mgmt Super User, Vision Operations (USA)" Responsibility. I opened the setup menu for this responsibility and I found the 2 forms does not have the "Grant" Checkbox is not selected. I selected the checkbox. The 2 forms now appear on the menu but doesn't open. when I click on any of those form I got the following message "FRM-40010: Cannot read from /Oracle/VIS/apps/apps_st/appl/wms/12.0.0/forms/US/WMSSTASF.fmx"
