Can the attachments API be used to add attachments to posted journal entries?

Most of our journal entries are created automatically and imported via API or by using Excel WebADI. In order to add the supporting backup as an attachment to the journal entry, users have to go into EBS, query up the Journal, and manually add the attachment. However, there are times that the journal gets posted before the user can manually add the attachment. We are wondering if we can use the attachment API to add the backup file as an attachment to a journal entry after the JE has been posted.
