Additional Org Info - PSD Reporting Rules - Unable to add additions rows for PSD Reporting Rules

We have a GRE that we need to add additional PSD Reporting Rules.  The Additional Org Infor for PSD Reporting Rules is maxed out at 22 rows on this GRE.  We are unable to arrow down to create a blank row and the + add sign is grey in the toolbar.  Any ideas how we can add additional rows for more PSD Reporting Rules?
