HFM Process Control Question

We are using HFM 11.1.2.3.500

Is there a HFM System Role which allow a User to  Promote data ONLY from First Pass to Review Level 1.

Our Requirement :

1. User should be able to Submit data to HFM via FDMEE

2.Promote Data from First Pass to Review Level 1

3.At Review Level 1, User should not be able to Submit data again

4.User Should not be able to Reject data to First Pass

Is there a Role which meets this criteria?
