Missing subviews

Hi.

When the users that I support get to the application they see Views and subviews as shown below. See the 6 subviews. Everything looks good.

When people in my office go to the same screen they see this. The subviews are not there.

I have removed Siebel HI framework from my desktop and re-installed. It didn't help. I have reset IE. It didn't help either.

There are some other minors changes in the UI, too. In short, the application is not rendered the same for the client and for me.

Where would you start troubleshooting this?

Siebel CRM is IP2013. Application is a customized version of Public Sector. Everyone's browser is IE8.
