Cannot get JAVA JRE to launch in IE 11.0.20 or Firefox 39. EBS R12.2.3

I have tried multiple versions of java from what out instance prompts (version 6 update 27) to the most recent version 8 update 45.  I have changed numerous browser settings for both IE and Firefox with no luck and tried several suggestions based on web searches.  I even went so far as to have the hard drive wiped clean and reinstalled everything from the OS on up - no luck. 

I log into EBS, select a resp and navigate to a forms menu item > new window opens prompts me that running java could be a security rick I check the box and hit ok > the windows prompts to download the oaj2se.exe again.  I have repeated this dozens of times after clearing cache, etc....
