B7334 SP23 enable row security

hi, I have tested some row security in my testing environment E910 TR 9.1.4.3..it was rather contradicted here as i see no need to run full package build after enabling certain filed for row security in my fat client....; it did run successfully as per the row security setup.

As stated in white paper, after applying row security on certain field, it has to run full package build in order to truncate these 2 tables F989999 and F989998 as well as removing the global spec tables ..

Can further clarify here...
