R12.2.3 oacore_server1 and oafm_server1 are in a FAILED_NOT_RESTARTABLE state.

My clone was going great.
I changed the APPS password.
Ran autoconfig with the newly changed password.
Start AdminServer using the $INST_TOP/admin/scripts/adadminsrvctl.sh script. Did not start any other application tier services.
Change the "apps" password in WLS Datasource
The changes activated.
I ran the adstrtal.sh
Verified the WLS Datastore changes and got a "Test of EBSDataSource on server oacore_server1 was successful"

Then I went to change the Oracle WebLogic Server Administration User Password.
Changed the Node Manager password and all changes activated.

In myrealm - Users and Groups tab and choose the 'weblogic' link - changed the passwords to the ame as the node manager.
