Oracle FullTextSearch on 10g and 11g?

Dear Oracle,

Please advise,

How to find out configuration information of fullText Search on an existing 10g database?

How to configure the fullText Search on 11g database?

My DB servers are running on Windows2012 and 2008. On Oracle databases, I will search text on PDF files, which stored on a directory of server's hard drive.
