Security group in user definition form

I have a new payables responsibility I created, but when I try to add it to the user, it prompts for the Security Group. We only have the Standard group. When I add other responsibilities to the user, the Standard group automatically populates.

Am I missing a setting in the responsibility? I verified that Payables was in the Standard security group.
