AutoVue for Agile appears to load twice and thus locks up. Anyone seen this?

We have Agile 9.3.1.2 and Autovue for Agile 20.2.2.  Most users see AutoVue open once with a security prompt asking "Allow access to the following application from this web site?".  Clicking "Allow" allows AutoVue to work correctly.  A handful of users who have the same IE/JAVA version as other users appear to have AutoVue load twce with two of the identical prompt.  Clicking "Allow" on the first one allows the file to load in the AutoVue window but the window is non-responsive.  Clicking "Allow" on the second prompt makes the window go white and locks up AutoVue.

This appears to be something in the users local pc settings as other users can log onto their PC and successfully use AutoVue, and they can log into others PC's and use AutoVue.
