Using Import claims program => claims are created with open status but by API when we change status

We have imported claims using "Import Claims" program with status as "Open".

Then using standard API we have changed status to "Pending close" but during this process AMSGAPP workflow is not triggered..

Due to that CSTL_WF_ITEM_KEY value in OZF_CLAIMS table not updated(remains null)

Also for some claims ASSOCIATE_EARNING flag is null(not T) and for some claims its good. But still AMSGAPP is not triggered.

Please suggest.

Also In Database Data available for 16 july and 17 july.

1) 16 July - AMSGAPP workflow is not triggered

2) 17 July - AMSGAPP workflow is triggered and claims are processed.
