R12: Create Accounting Program Completed With Warning Giving Error 95335 "An encumbrance type is req

Customer just applied RPC2 (patch 19030202) but create accounting program completed with Error 95335 An encumbrance type is required for encumbrance journal entries . Probably 4-5 times since Feb 2015 and have found that simply re-running the Create Accounting processa second time will fix the errors and successfully account and transfer 
the invoices. 

Checked the file versions in note 789922.1 and files are at or above all of those file versions.  Customer already are aware that RPC3 is
now available, but DO NOT wish to apply that patch, as it took a
considerable amount of time to fix all the issues that RPC2 caused. 

Is there any other guide or related fix?
