View-only responsibility has access to all contracts

We are creating contract in Contract Workbench Administrator responsibility. Then using Controls tab we enable the check box for Enforce Access Control. Then specify a specific person name to view access to the contract. Then we create a view only responsibility using below setup

Then accessing view only responsibility for the granted user to access the contract, But we see all the contracts irrespective of access control. We are expecting to view only the contract we have we have defined in access control.

Has anyone else seen this, or do you know a fix for it?  We use Sell and Buy contracts. R12.
